In the Commonwealth of Virginia, motor vehicle and driver records are considered privileged records and are not available to the general public.
Sections 46.2-208, 46.2-209, 46.2-210, 46.2-211, and 46.2-212 of the Code of Virginia outline the circumstances under which entities may be authorized to access vehicle and driver records and the limitations on use of such records.
