I have heard very lttle about the Vanguard program that was implemented in Virginia in the late '80's, but I would like to know more! What is it? What are the basic beliefs and missions of the program?

The Vanguard program was initiated by the Department of Education in the 1980s to establish criteria to recognize outstanding middle schools in Virginia. The program was discontinued more than a decade ago, and the agency no longer has any information about the program.
