A Roanoke attorney, Governor Holton championed racial equality and increased the employment and appointment of blacks and women in state government. Governor Holton also provided the first state funds for community mental health centers, supported environmental efforts and helped unify development of the state's ports. He later served as President of the Center for Innovative Technology.
