Governor Price was a businessman and attorney from Richmond who also served as Lieutenant Governor. During his administration, Virginia came under the federal Social Security Act and he helped localities obtain federal funds for urban development. He also prepared the state for World War II and insisted that African-Americans be given the opportunity to participate in national defense.
