Overview:
Virginia Interactive’s innovative Commonwealth Online Court Orders (“COCO”) is a secure web-based service that streamlines the creation, review, approval and reporting of court orders.
Over 170,000 court orders were prepared by Virginia courts in 2005. Prior to the launch of the COCO, service orders were prepared via a manual process using comprehensive word document templates. Each order, on average, took about 30-45 minutes to complete. In many court systems, due to heavy workloads, inadequate staffing and numerous other conflicting responsibilities, preparers struggle with completing these orders and acquiring the presiding judges’ signatures within in the statutorily mandated timeframes.
Innovation Factors:
This automated web-based solution alleviates many of the problems impacting the timely generation of court orders. Efficiencies have been gained in all phases of the court order creation process including:
- Automation of trial, trial and sentencing, sentencing, show cause revocation and amended orders
- Automatic transmittal of prepared orders to judges
- Integration of an efficient digital signature process
- Convenient, centralized, web-based location for access to court orders
- Secure and controlled access to and transmission of court orders
- Integration of Adobe LiveCycle to produce and manage secure PDF files
- Flexible LogiXML web-based reporting, analysis and dashboard tools
Performance Indicators:
- 1,830 sentencing orders entered with 1,793 of the orders marked as complete in 2009
- 360 total orders have been completed in January of 2010
- Currently implemented in Chesterfield with additional courts coming on board in 2010
