The Department of Accounts (DOA) is a central service agency providing a uniform system of accounting, financial reporting, and internal controls to protect and account for the Commonwealth’s financial resources.

Overview

The Department of Accounts’ most widely used products are the statewide accounting applications:

  • Cardinal – general ledger and disbursement control system
  • Commonwealth Integrated Payroll Personnel System (CIPPS) - central payroll system
  • Fixed Asset Accounting and Control System (FAACS) – fixed asset system

The DOA’s primary customers are state agencies, localities, and employees. The Department of Accounts serves the citizens of the Commonwealth by preparing both the Comprehensive Annual Finance Report (CAFR) and the Virginia Financial Perspective, a report to the citizens of the Commonwealth otherwise known as the “popular report.” Account’s major service areas are General Accounting, Payroll Operations, Financial Reporting, Finance and Administration, Payroll Service Bureau, Enterprise Applications Office, and Information Technology.
