About the Agency

The Virginia Department of Aviation is responsible for keeping the Commonwealth’s aviation system safe and secure as we encourage aviation awareness, embrace new aviation technologies, and foster Virginia's economic growth and development.

The Director’s Office provides timely information to the Governor, Secretary of Transportation, Virginia Aviation Board and citizens of Virginia relating to the Commonwealth’s air transportation system. It is accountable for the enforcement of aviation laws for the Commonwealth, and it oversees the financial and administrative operations of the agency.

The Airport Services Division conducts statewide aviation planning and maintains the Virginia Air Transportation System Plan. It provides financial and technical assistance to eligible airport sponsors for airport planning, environmental studies, design and construction of airport facilities, airport maintenance, and general aviation airport security. It also issues licenses to airports.

The Communications and Education Division administers aviation promotion grants for airports. It promotes aviation in Virginia through aviation awareness and education programs, speaking engagements, briefing documents, the agency website and social media sites and attendance at airport events and aviation tradeshows. It tracks and encourages new aviation technology, especially related to uncrewed aerial systems, and supports government affairs and policy development.  It also registers aircraft and collects aircraft sales & use taxes.

The Flight Operations and Safety Division is responsible for operating, maintaining and scheduling state-owned aircraft to provide safe, secure, and cost-effective transportation for all state agencies, including emergency services, economic development prospects, and the Administration for the conduct of the Commonwealth’s business.
